Taxi and Light Vehicle with Driver Reform

Starting on December 1, 2024, Wallonia will implement a major reform of the taxi and light vehicle with driver (LVD) sector. This reform aims to clarify and modernize regulations by grouping these services into three main categories. The first includes light vehicles with drivers, such as those operating through digital platforms like Uber, Bolt, or Heetch. The second consists of traditional station taxis using a taximeter, and the third covers street taxis, which operate via mobile applications.

To ensure a fleet of modern and safe vehicles, strict criteria will apply. Vehicles used for these services must be less than seven years old, and the operating license will be limited to seven years, depending on the vehicle’s age. Additionally, digital platforms will now require a specific license for their activities, valid for five years and renewable.

Another key measure of this reform concerns the limitation of available taxis. From now on, each municipality can allow one station or street taxi per 1,500 residents, compared to the previous ratio of one per 2,500 residents. However, taxis equipped for transporting people with reduced mobility will be exempt from this limitation to encourage their availability.

Fares will also be regulated by the Walloon government, with minimum rates varying based on several factors: the booking method (via an app or otherwise), distance traveled, waiting fees, and whether the trip occurs at night. To enhance safety and transparency, every vehicle will need to display a capacity certificate visible to passengers. This document will include complete information about the driver, their experience, and the operator’s name. Finally, the Region will establish a complaint management system to address customer concerns.
